For that modder specifically, I'll rather have their converted-and-edited in-GTA vehicles instead, such as last year's backported Bravado Recursion, and the Slamvan edit from January 2024, but NOT uncredited-and-unauthorized MC2, Driver and Saints Row models.

Fully disagreed. Would convert-and-demake a model from other-R*-developed/non-R* games like this without crediting those mentioned sources can be considered as 'scratch-made'? I don't think so, unless if it's an in-GTA HD Universe vehicle.
I mean, really? It's indeed NOT made from the ground-up. They just simply ported and edited MC2's Vortex 5 model and call it a day without stating anything in this mod's description (and probably even in its readme). The same can be also apply with the other MC2 cars that author has released. I already told the OP to state and credit the source models multiple times in their mods but don't think they've acknowledged fully yet.
If I wanna, I'd rather prefer to approve vehicle mods that is pure original scratch-made with taking few styling cues from other fictional cars from other games (can be multiple sometimes).
